CITIZENS’ CHARTER

PARTICULARS OF ORGANIZATION, FUNCTIONS AND DUTIES

1. Aims and objectives of the organization To provide secretarial services and house keeping jobs for Delhi Government Secretariat & Cabinet. Apart from maintenance of service records, maintenance, sanitation, security of Delhi Secretariat building and protocol facilities to dignitaries, also provides pension and medical facilities to Freedom Fighters of Delhi. It caters the needs and look after the administrative & establishment matters of Council of Ministers, Chief Secretary, Heads of Departments of Govt. of Delhi and staff working on the strength of GAD and also various coordination matters.
2. Allocation of business
  1. Administration of Government of National Capital Territory of Delhi Act, 1991 Rules made there under.
  1. Political and Confidential matters.
  2. Allocation of business Rules, 1993.
  3. Transaction of Business rules, 1993.
  4. Cabinet Meetings.
  5. Establishment matters of Secretariat Departments.
  6. Grant of pension and medical facilities to Freedom Fighters.
  7. References from Government of India and other Governments on matters which concern more than one department.
  8. Official Gazette.
  9. Annual Administration Report.
  10. General registry and dispatch.
  11. Caretaking Branch for Secretariat Departments.
  12. Holidays.
  13. Inter-State Council and Northern Zonal Council
  14. Residual work which is not specifically allotted to any other department.
  15. Coordination between various Departments of the Government.
3. Distribution of work To achieve the mission, work has been distributed to following branches :

(v) Freedom Fighter’s Cell

(vii) Protocol

(ix) Accounts Branch
(x) IAS Pension Cell
4. Details of Activities (i) Maintenance of Service record, payment of salary and allowances etc. to Council of Ministers, Bureaucratic Heads and staff of GAD, matters of retired IAS Officers.
(ii) Maintenance of the Secretariat Building equipped with modern  infrastructure for multifaceted activities and Governmental functions.
(iii) Gymnasium, indoor games, inter-departmental tournaments and All India
Civil Services tournaments in various disciplines/games for employees of Govt. of Delhi.
(iv) Maintaining and looking after the sanitation and security in Delhi
Secretariat.
(v) Protocol facilities to dignitaries of Delhi Govt. visiting other states and countries abroad, and to the visiting dignitaries which are declared as state  guest.
(vi) Payment of pension and medical facilities to freedom fighters.
(vii) Gazette Notification, Declaration of Holidays and  holding of Cabinet Meeting, issuance of Cabinet decisions.
(viii) Running of Chief Secretary’s Control Room round the clock on 24X7
(ix) Cafeteria, Kendriya Bhandar etc., Reception Services.
(x) Running of Library.
5. Citizens /public interaction General Administration Department acts as a service facilitator to the Government. It has a limited interface with citizens in Freedom Fighters Cell for pension and medical facilities to the Freedom Fighters and Reception of Delhi Secretariat for issuing entry pass to visitors. Procedure involved :
  1. Freedom Fighter Pension :- Application is scrutinized, verified through local office/police/jail and placed before Freedom Fighter Relief & Memorial Committee. After receipt of recommendation of FFR&MC, the sanction is issued with the approval of Chief Secretary.
  1. Medical claim of Freedom Fighter :- Medical treatment claim is settled with the approval of Competent Authority.
  1. Entry Pass :- After verification of identity of the visitor through id documents image of visitor is captured on web cam. Thereafter, entry pass with photo is issued immediately.
6 Time Schedule The time schedule for disposal of application for freedom fighter pension, medical treatment claim of Freedom Fighters and issuance of entry passes :
    1. Freedom Fighter Pension - Within 15 days after completion of all codal formalities as described in column No. 5 at (a).
    1. Medical claim of Freedom Fighter – Within15 days after completion of all documentation and certification from the hospital concerned.
    1. Entry pass – Immediate.

8. Public interaction Interaction in Freedom Fighters Cell for pension and medical facilities to the Freedom Fighters and Reception of Delhi Secretariat for issuing entry pass to visitors.
9. Redress of Public Grievances Grievances if any, are personally heard/redressed by the officers and through the various Grievances redressal system like CPGRAM and PGMS
10. Working hours 9.30 AM to 6.00 PM with Saturdays and Sundays holidays.
